How to prepare an HS code classification file

A repeatable evidence pack for products that need a clear and defensible customs classification.

Build the classification file before the first shipment. Include the product name, commercial purpose, materials, composition percentages where relevant, technical drawings, photographs, packaging format, and intended use. Add the supplier's technical sheet and quotation, then record the candidate HS headings considered and the reason the selected heading best matches the goods. For machinery or electrical items, include the operating principle and principal function. For textiles, include fibre composition, construction, and end use. If the product is regulated, attach any permits, conformity documents, safety sheets, or sanitary information that could affect its customs treatment. Give this file to your broker early and keep the final classification reference with the invoice and shipment record. Do not classify from a product photograph alone. The more precise the technical evidence, the lower the risk of an avoidable customs query.
